Goofy Animation Cel Over Walt Disney Productions Stock Certificate Framed

This item has some dirt and wear from storage and does not look like it has been displayed. The acrylic of the frame got scratched in storage as I have tried to show in the seventh picture. I didn't find any paperwork with it so I don't know if this is a production cel or serigraph.
